The town of Kapuskasing is in the midst of considering a staff re-organization for town council.
Kapuskasing Mayor Alan Spacek says the consideration stems from budget issues.
Spacek says a half-a-million dollar reduction in tax revenue is the result of another successful tax appeal from Tembec.
Spacek also says an increase in operating costs has not helped either.

He says something needs to be done to resolve the issues, and that a restructuring of council could very well help.
Kapuskasing town council plans to meet next on Monday, March 20th.
